Tokyo to Kawagoe by Train: Tobu vs Seibu vs JR, Fares, Travel Time and the Right Station (2026)

Updated 2026-10-15

Kawagoe has three stations and three railways from Tokyo, and the choice is not close: the Tobu Tojo Line from Ikebukuro is the cheapest and the fastest, ¥490 and about 30 minutes, 26 minutes on the no-surcharge Kawagoe Limited Express. The Seibu Shinjuku Line is the one to take if you are staying around Shinjuku and want a reserved seat: ¥600 to Hon-Kawagoe, plus ¥600 for the Koedo express. JR runs from Shinjuku too, slower, and only worth it with a Japan Rail Pass. Nobody needs the Shinkansen, because none goes anywhere near Kawagoe. The Tobu fare is from Tobu's distance fare table, the Seibu fares from Seibu's official fare guide and English ticket pages, and the minutes from the Kawagoe tourist association, all checked 2026-10-15. JR East's and Tokyo Metro's fare pages refused our connection that day, so those two fares are marked "at the gate" rather than guessed.

Route map of four ways from Tokyo to Kawagoe. Tobu Tojo Line from Ikebukuro to Kawagoe Station, 490 yen, about 30 minutes, 26 on the express, continuing to Kawagoeshi. Seibu Shinjuku Line from Seibu-Shinjuku to Hon-Kawagoe, 600 yen, 44 minutes on the Koedo express for a 600 yen seat fee. JR Saikyo Line rapid from Shinjuku via Omiya, about 50 minutes, fare at the gate. Tokyo Metro Fukutoshin Line from Shibuya running through onto the Tobu line, about 45 minutes, Metro fare plus 490 yen.
Three railways, three stations. Tobu and JR share Kawagoe Station; Seibu ends at Hon-Kawagoe, the closest of the three to the old warehouse street.

Which station are you starting from?

You are near Take Arrive at Fare (adult, one way) Time
Ikebukuro Tobu Tojo Line Kawagoe (or Kawagoeshi, one more stop) ¥490 (IC ¥481, child ¥250) About 30 minutes; 26 on the Kawagoe Limited Express, no extra fee
Shinjuku east side (Seibu-Shinjuku) or Takadanobaba Seibu Shinjuku Line Hon-Kawagoe ¥600 (IC ¥592, child ¥300) 44 minutes on the Koedo limited express (+¥600 seat fee); longer on an ordinary express
Shinjuku (JR) JR Saikyo Line rapid, through to the Kawagoe Line Kawagoe At the gate About 50 minutes
Shibuya, Shinjuku-sanchome, Ikebukuro by subway Tokyo Metro Fukutoshin Line, running through onto the Tobu Tojo Line Kawagoe Metro fare to Ikebukuro + ¥490 Tobu, charged together at the exit gate About 45 minutes from Shibuya
Yokohama or Motomachi-Chukagai Tokyu Toyoko Line, running through via the Fukutoshin Line and Tobu Kawagoe Three companies' fares added at the gate 86 minutes at the minimum from Motomachi-Chukagai

Two things stand out in that table. First, Tobu wins on both price and minutes from Ikebukuro, and the Kawagoe Limited Express is a plain express train with no seat ticket, so the 26 minutes costs the same ¥490. Second, Seibu is the only line whose fast train is a proper limited express with reserved seats, and its ¥600 surcharge equals the fare itself: ¥1,200 one way for 44 minutes. That is the trade. Cheap and quick from Ikebukuro, or a guaranteed seat from Seibu-Shinjuku at more than double the price.

The Metro row is the one visitors miss. Fukutoshin Line trains from Shibuya carry on past Ikebukuro onto the Tobu line without a change, so from Shibuya, Shinjuku-sanchome or Meiji-jingumae you can sit in one seat to Kawagoe. You pay two fares, Metro's to Ikebukuro and Tobu's ¥490, and the IC card adds them up when you tap out. The same through-running means a Tokyu train from Yokohama can reach Kawagoe, which the tourist association times at 86 minutes, though at that point Kawagoe is a long day from Yokohama.

The three stations, and which one to get off at

My rule for a first visit: arrive at Kawagoe Station on Tobu, because the Kawagoe day trip itinerary starts from the loop bus there, and walk back to whichever station is nearest when you are done. All three are inside a 15-minute walk of the bell tower, so the station you leave from does not need to be the one you arrived at, as long as your return ticket matches the railway.

Round trip: passes against single tickets

Ticket table of round-trip adult prices to Kawagoe, cheapest first: Tobu Kawagoe Discount Pass 710 yen for foreign passport holders, Tobu two single tickets 980 yen, Seibu Kawagoe Pass 1,000 yen for foreign passport holders, Tobu Discount Pass Premium 1,200 yen with buses, Seibu two single tickets 1,200 yen, Seibu Kawagoe Access Ticket 1,800 yen with the Koedo express both ways, Seibu singles plus express seats bought separately 2,400 yen.
Each railway sells a tourist pass that beats its own single fares. Tobu's ¥710 pass is the floor; Seibu's Access Ticket saves ¥600 against buying the express seats one by one.

Both railways price their foreign-visitor passes below two single tickets, so the passes are the default if you hold a non-Japanese passport.

If you want the reserved seat only one way, buy the Seibu Kawagoe Pass and add a single ¥600 express ticket for the morning ride, ¥1,600 in all, which is still less than the Access Ticket.

Why there is no bullet train to Kawagoe

Enough people search for "Tokyo to Kawagoe Shinkansen" that it deserves a plain answer: no Shinkansen line passes through Kawagoe, and the nearest Shinkansen station, Omiya, is on a different line with a 20-minute local train still to go. Kawagoe is 30 km from Ikebukuro. A commuter express covers that in half an hour, which is why the fastest option on this page is also the cheapest.

Child fares and IC cards

Suica and PASMO work on all four railways here, including the through-running Metro and Tokyu trains, where the card settles every company's share at the final gate.

Japan Rail Pass holders

Only the JR route is covered: the Saikyo Line from Shinjuku (or Ikebukuro), which runs through onto the Kawagoe Line at Omiya on rapid services. About 50 minutes against Tobu's 30, but free with the pass. Tobu, Seibu and Tokyo Metro are separate companies and the pass is not valid on them. If your pass is already paid for, take JR and spend the ¥980 you save on the Tobu round trip in the sweet-shop alley.
