Two things the table shows:

Which ticket should you buy?

Your plan Best ticket Adult
Full Hakone loop from Tokyo (train, cable car, ropeway, boat, bus) Hakone Freepass ¥7,100 from Shinjuku, ¥6,000 from Odawara (2 days)
Train and cable car up, ropeway to Owakudani, back the same way Owakudani 2-Day Pass ¥6,480 from Shinjuku, ¥5,000 from Odawara
Odawara or Hakone-Yumoto to Gora and back, no stops Single tickets (or tap Suica/PASMO) ¥1,540 from Odawara, ¥920 from Hakone-Yumoto
Odawara to Gora with stops on the way (Hakone-Yumoto, Miyanoshita, the museum) Tozan Train 1-Day Pass if your rides add up to more than ¥1,580 ¥1,580

The Freepass and the Owakudani 2-Day Pass both cover the Tozan Train and the Cable Car. Not sure if the Freepass is worth it? Enter your rides in the Hakone Freepass calculator or read Is the Hakone Freepass worth it?

The Tozan Train 1-Day Pass ("Nonbiri Kippu"): is it worth it?

The math for adults (single fares from the table above):

Day plan (adult) Single tickets 1-Day Pass Cheaper
Odawara → Gora → Odawara, no stops ¥770 + ¥770 = ¥1,540 ¥1,580 Single tickets by ¥40
Hakone-Yumoto → Gora → Hakone-Yumoto ¥460 + ¥460 = ¥920 ¥1,580 Single tickets by ¥660
Odawara → Miyanoshita (stop) → Gora → Odawara ¥670 + ¥160 + ¥770 = ¥1,600 ¥1,580 Pass by ¥20, plus Gora Park
Odawara → Hakone-Yumoto (stop) → Miyanoshita (stop) → Gora → Odawara ¥360 + ¥310 + ¥160 + ¥770 = ¥1,600 ¥1,580 Pass by ¥20, plus Gora Park

For adults, the pass only pays off when you start in Odawara and stop at least once on the way, or when you plan to visit Gora Park anyway. For children it almost always pays: Odawara → Gora and back is ¥390 + ¥390 = ¥780 in single tickets against ¥500 for the pass.

If you go on to Owakudani or Lake Ashi, skip this pass and look at the Freepass or the Owakudani 2-Day Pass instead.

Paying: IC cards, credit cards and tickets

The hydrangea train (June to July)

Hydrangeas grow right next to the track. They start to bloom around mid-June, and because the train climbs a mountain, the bloom moves uphill until around mid-July. In this season the line is nicknamed the "Hydrangea Train" (ajisai densha). The operator also runs special evening trains for hydrangea viewing; check the official hydrangea page for this year's dates.
